Rivers State Agency for the Control of AIDS (RIVSACA) was created by RVHA law No. 4, 2009. Part 1, section 4 placed the Agency under the SSG in the office of the Governor of the State for supervision and control.
The creation of National and State Agencies for the Control of AIDS resulted from a political action between the Development Partners, especially the World Bank and the Federal Government. The Agency is the central coordinating platform for all HIV/AIDS activities at the State levels since HIV response is multi sectorial.
The Agency was formally inaugurated on the 5th of October, 2010 with its Board Members headed by an Executive Director. However after the expiration of the tenure of the first Board in 2014, a new Board has not been inaugurated neither an Executive Director appointed till date.
The Agency is made up of 5 Departments with full staff complement, currently housed at Wing B, ground floor, Chief Emmanuel Aguma House. No 1 Moscow Road. Port Harcourt
